2025-2026 Board of Governors


The FMA Board of Governors governs legally with an emphasis on external vision rather than internal preoccupation; diversity of thought; strategic leadership; collective rather than individual decisions; and future focus as opposed to past or present reactivity.

The Board develops a sense of group responsibility in which they initiate policy, and the Board is held accountable for its actions. They lead the organization in creating broad written policies that reflect the Board’s values and enforce upon itself whatever discipline is required to govern with excellence. Through all this, the Board will instill a sense of commitment and responsibility to the work associated with creating future policies.

FMA President and Chair: Ashley Norse, MD, FACEP

Ashley Booth Norse, MD, FACEP, a Board-certified emergency medicine physician who has received numerous honors for her academic and clinical leadership, was installed as 149th President of the Florida Medical Association (FMA) on Saturday, July 26, during the FMA Annual Meeting in Orlando. She is a part-time professor in the Department of Emergency Medicine at the University of Florida College of Medicine-Jacksonville, where she began her medical career in 2005 and most recently served as Associate Chair of Operations and Medical Director for the Emergency Department and ED Observation Unit.

Dr. Norse earned her medical degree from the Louisiana State University School of Medicine in New Orleans, La., and completed her residency in Emergency Medicine at the University of Florida College of Medicine-Jacksonville. Dr. Norse was named Chief Resident of Emergency Medicine during her final year of residency, and she subsequently completed a fellowship in healthcare policy at the University of Florida COM-Jacksonville as well.

Dr. Norse has served on the FMA Board of Governors continuously since first joining in 2008 as the Young Physician Section representative, and she has held the positions of FMA President-Elect, Vice President, Speaker, and Vice Speaker. Additionally, she is a Past President of the Florida College of Emergency Physicians and the Duval County Medical Society, an FMA PAC Executive Committee member, a Past Chair of the FMA PAC 1000+ Club, and a delegate to the American Medical Association for the American College of Emergency Physicians.

Dr. Norse and her husband, Ron, are the proud parents of three children, Hudson, Emma, and Ali.
